At the time of writing, 07 May 2007, NPP still have no confirmation where this donated portrait is or who has it. We know it was reported because of such articles as this one:

GELECEGE GULUMSEMEK
LOOKING TO THE FUTURE WITH A SMILE
NPP were asked to contribute toward the 161st anniversary of the foundation of the Istanbul Police Department by presenting of a portrait of Ataturk to the Istanbul Police HQ. Ned Pamphilon accordingly presented the painting on 09 April 2006 in the presence of Istanbul Mayor Kadir Topbas, Istanbul Governor Muammer Guler and Istanbul Police Chief Celalettin Cerrah at Taksim Square, Istanbul...
Gelecege Gulumsemek gives reference to a progressive, optimistic, peaceful and tolerant future for us all - let’s look to the future with smile!
Ataturk stated his desire for the national police force to be disciplined, law abiding and caring. These are qualities all police organisations throughout the world must relate to. These are qualities we can all relate to whether public or private citizens.
These are qualities NPP are happy to promote and any gesture intended to consolidate this message is regarded as a positive and constructive step. NPP donated this painting as a positive message for the Turkish Police Department while at the same time highlighting the international peaceful vision of Ataturk.
As Mustafa Kemal Ataturk stated at the establishment of the Police College in 1934:
POLIS BIR ASKER KADAR DISIPLINLI, BIR HUKUKCU KADAR HUKUK ADAMI, BIR ANNE KADAR SEFKATLI OLMALIDIR.
A POLICEMAN MUST BE AS DISCIPLINED AS A SOLDIER, LAW ABIDING AS A JUDGE AND AS CARING AS A MOTHER.
This conforms to Ataturk’s standard bearing quote:
YURTTA SULH, CIHANDA SULH
PEACE AT HOME, PEACE IN THE WORLD
